Lucifer was the angel of God before he fall in sin going rebel against God.
When he fall in sin, lucifer was cast down to earth along with 1/3 angels of heaven who followed him, and they become devil & satan.
From the beginning, lucifer as a serpent are allowed to deceived eve the second human in this world, he also deceived his fellow angels in heaven to rebel to God.
Until today the devil & satan still deceived all humankind, as it is their nature since the beginning after the heavens and the earth are created by God.
